In a meeting with the Russian security council, Vladimir Putin has asked for the separatist Donetsk and Luhansk "people's republics" to be recognised as independent states.
Russia-backed rebels in those areas – located in Ukraine's eastern Donbas region – have been fighting the Ukrainian military since 2014 but Moscow has not officially recognised their self-declared republics.
Ukraine and the West fear that if this happens, it could lead Moscow to openly send military forces into the area.

What he has done is (1) create a legal framework for facts on the ground, from a position of strength relative to Nato, (2) in effect created a buffer zone between Russia and Ukraine, no matter what happens — it’s undeniable the people in these regions support Russia more than Ukraine, (3) create a justification for military activity to the domestic Russian audience, the vast majority of whom are against Ukraine even though a majority do not want war, and (4) create a situation whereby China can support Russia against any Western economic sanctions, without compromising China’s relationship with Ukraine–since China enjoys close relationships with both countries.
