Yes! When cops know acting up will get them a crowd of hostile people, complaints, negative publicity, and possibly lawsuits, they tend to be less abusive. Nature shows often depict a predators picking out a victim and attacking while the rest of the herd runs or watches. Every once in a while, the herd decides ‘not today’ and runs the predators off, usually pretty easily. When people care a bit more about each other, the usual cop abuse won’t be possible.
